I. Introduction

Since the late 1960s studies by the Tahoe Research Group (TRG) at the University of California, Davis have focused on the theme of basic research applied to ecosystem management. These extensive and internationally renowned investigations have served as the underlying basis for nearly all major policy decisions regarding water quality in the Tahoe Basin, including exportation of sewage and solid waste, strict control on building, installation of major erosion control projects, establishment of water quality thresholds, control of nonpoint source pollution, controls on dredging, etc. As a principal partner with governmental agencies in the Tahoe basin, the TRG has been able to further the University of California's mission of basic research, public service, and education.
